Regional Small Business Utilization Center
The Regional Small Business Utilization Center (RSBUC) prepares small and diverse businesses to compete for real contract opportunities — and connects them directly to procurement pathways, capital, and partners like SMUD’s Supplier Education and Economic Development (SEED) program.
This is not a general support program. RSBUC is a structured pipeline from readiness to opportunity, operating across Sacramento, Yolo, Placer, and San Joaquin counties.
From Readiness to Contract: Our Model
RSBUC is a trusted connection point for small businesses looking to work with Sacramento Municipal Utility District (SMUD). As a preferred referral partner, we help businesses move from information to action with hands-on support, strategic guidance, and connections that help them compete for real contracting opportunities. This work is supported in part by the California Office of the Small Business Advocate (CalOSBA).
Our four-step approach:
- Recruit and Assess Targeted outreach to identify businesses ready to grow. We prioritize contractors and subcontractors in construction, infrastructure, and clean energy.
- Build Readiness Workshops and one-on-one consulting focused on procurement readiness, certification, and financial and operational capacity.
- Connect to Opportunity Direct connections to SMUD contracting opportunities, public agency bids, and capital providers through our OpportunityLink platform.
- Support Through Execution Hands-on guidance on bid submission, contracting requirements, and long-term growth strategy.
SMUD SEED Program: Direct Pathways to Contracting
RSBUC proudly serves as a preferred referral partner to Sacramento Municipal Utility District (SMUD), helping connect small businesses to contracting opportunities and supplier resources through the SEED program.
In 2025, SMUD awarded 31% of eligible contracts — totaling $97 million — to SEED vendors, demonstrating a strong commitment to supporting small and local businesses through supplier opportunities.

RSBUC provides targeted services for businesses ready to compete in public procurement and infrastructure contracting.
Services include:
- Procurement readiness training and workshops
- One-on-one consulting to strengthen capacity and competitiveness
- Certification support (DVBE, DBE, and others required for public contracting)
- Contract matchmaking through OpportunityLink
- Direct referrals to SMUD SEED and other active opportunities
- Access to capital — connections to SBA loans, CDFI microloans, and funding pathways
Services for Public Entities and Primes
Public entities and primes can access pre-qualified contractors and subcontractors in construction, infrastructure, and clean energy — businesses that have received training, consultation, and certification support through RSBUC.

Business Resiliency Support
RSBUC helps small businesses strengthen operational resilience through business continuity awareness, preparedness resources, and technical assistance integrated into our procurement readiness and business support services. Topics include emergency planning, cybersecurity awareness, operational continuity, and risk preparedness for growing businesses.
